At year’s end, IACA had a constituency of 80 Parties, including 25 State Parties from the Asia-Pacific Group, 19 from the Eastern European Group, 14 from the African Group, 9 from the Western European and Others Group, 9 from the Latin American and Caribbean Group, and 4 international organizations.
IACA is committed to working in close partnership with the United Nations (UN) system. As part of this commitment, IACA has maintained a Permanent Observer Office at the United Nations in Vienna since 2016. Furthermore, since 2021, IACA has also maintained a Permanent Observer Office at the UN Headquarters in New York. IACA’s purpose is to increase awareness of its organization and programmes among the United Nations and its Member States. Moreover, the Academy has observer status with the United Nations General Assembly, the Council of Europe’s Group of States against Corruption (GRECO), the UN Economic and Social Council (ECOSOC), and the International Organization for Migration (IOM).
IACA joins forces with several organizations to ensure the implementation of all its programmes and activities, including awarding scholarships. In 2022, IACA had the honor of furthering collaborative efforts with KBA-NotaSys Integrity Fund - Koening & Baer; Oversight and Anti-Corruption Authority (NAZAHA) of Saudi Arabia; Siemens Integrity Initiative; Swiss Federal Department of Foreign Affairs (FDFA), United Nations Institute for Training and Research (UNITAR); and United Nations Office on Drugs and Crime (UNODC).
Furthermore, the Academy has signed Memoranda of Understanding with different institutions throughout the year, including the Agency on Corruption Prevention (NACP) of Ukraine; the Attorney General’s Office of the Republic of Ecuador; the Federal Ethics and Anti-Corruption Commission (FEACC) of Ethiopia; the Ministry for the Promotion of Good Governance, Capacity Building, and the Fight Against Corruption of Côte d’Ivoire; the National Commission of Human Rights of Mexico; the National Superintendence of Migration of Peru; the Organization of Latin American and Caribbean Supreme Audit Institutions (OLACEFS); the Universidad Nacional Autonoma de Honduras (UNAH); and the World Compliance Association (WCA).
Credentials
Ambassadors and Permanent Representatives of the following countries presented their credentials in 2022: Brazil, Chile, Cyprus, Honduras, Indonesia, Kazakhstan, Kuwait, Republic of Moldova, Mongolia, Republic of Korea, Romania, Serbia, Slovakia, and Türkiye.
Governance
The efforts of IACA’s organs and staff aimed at supporting and strengthening the organization’s work included, among other things, implementing both existing and new programmes and activities in anti-corruption and compliance, and working towards financial ownership and participation, stability, and sustainability.
Assembly of Parties
The Eleventh Session of IACA’s Assembly of Parties (AoP) was held on 28 November 2022 at the Vienna International Center (VIC), Austria. It was the first fully in-person session since 2019. The delegates represented more than 50 parties and included government ministers, as well as representatives from international and regional organizations. In addition, proceedings were live streamed to enable Parties’ representatives to follow the discussions remotely.
The Assembly unanimously elected Mr. Epiphane Ballo Zoro (Minister of the Promotion of Good Governance and Fight Against Corruption, Cote d’Ivoire; African Group) as the President of the eleventh session, succeeding Mr. Ivo Sramek (Permanent Representative of the Czech Republic to IACA; Eastern European Group). The following officials were also elected by the Assembly:
- Vice President: H.E. Mr. Nelson Antonio Tabajara de Oliveira (Latin American and Caribbean Group)
- Vice President: H.E. Mr. Levent Eler (Western European and Others Group)
- Rapporteur: H.E. Mrs. Mihaela Mocanu (Eastern European Group)
- Rapporteur: H.E. Mrs. Manizha Bakhtari (Asia-Pacific Group)
During the session, IACA’s Dean and Executive Secretary of the Assembly of Parties provided an update on the programmes carried out by the Academy since the last session. In particular, he presented some of the new activities launched by IACA, namely the Máster en Estudios Anticorrupción y Compliance (MACC) and the Global Programme on Measuring Corruption (GPMC). Furthermore, the Dean emphasized efforts to implement the AoP Resolution on Reinforcing the Independent External Audit and Enhancing Financial Transparency of IACA and the positive report from the Independent External Auditors for 2021. Finally, the Dean, in coordination with the Chairperson of the BoG, encouraged the Parties to make financial contributions in order to allow IACA to meet its full potential.
The Parties underlined the important role played by IACA in the global fight against corruption. They specifically commended IACA’s continuing efforts to deliver professional training programmes, conduct research, employ new educational approaches, and advance on the implementation of the Work Programme for 2021-2024. Additionally, the Parties conveyed their interest in the implementation of the GPMC. Lastly, the delegates reiterated their desire for increased cooperation, especially in regard to the organization’s financial resources and stability.
The session closed successfully with the adoption of four resolutions.
The Boards
IACA is governed by the Board of Governors (BoG) consisting of eleven (11) members, all of whom serve in their individual capacity. The Board had hybrid meetings on 10 May, 27 September, and 25 November to discuss matters such as recent and future IACA activities and the current financial and staffing situation, as well as preparations for the eleventh session of the Assembly of Parties. During 2022, the composition of the Board consisted of the following: Ms. Patricia Ximena Arriagada Villouta (Chile); Mr. Datuk Seri Azam Baki (Malaysia); Mr. Alexey Konov (Russian Federation); Mr. Ekpo Nta (Nigeria); Mr. Silviu Ioan Popa (Romania); Ms. Pak Un Jong (Republic of Korea); Mr. Shakir Ahmed Saleh al Saleh (Saudi Arabia); Mr. Eduardo Vetere (UNODC); Mr. Mathias Vogl (Austria); Mr. Guo Yong (China); and Mr. Magdi Youssef (Egypt).
The International Senior Advisory Board (ISAB) serves as an advisory organ to the Academy, reflecting on its activities and offering observations and advice on how the highest standards can be met and maintained. In 2022, the ISAB was composed of ten (10) personalities with outstanding credentials from a wide variety of backgrounds. The ISAB was chaired by Mr. Michael Hershman (United States of America), co-founder of Transparency International.
The International Academic Advisory Board (IAAB) performs an advisory function in matters relating to IACA’s educational programmes, training, and research. In 2022, it consisted of seven (7) internationally renowned academics and practitioners. The IAAB was chaired by Professor Hans-Heiner Kühne (Germany) from the University of Trier.
