Compared to just two countries in 1998, nearly 50 countries in all regions now have whistleblower protection laws in place. This number will continue to grow in the near future. Right now, all 27 EU countries are developing and implementing comprehensive whistleblower rights to comply with new EU rules. At the same time, the number of citizens and employees coming forward to report crime, corruption and environmental violations is skyrocketing.
New legal rights and increasing public awareness have led to a rapid expansion in the demand for legal advice, investigations, career and personal support, and other services for whistleblowers. As a result, many new organizations, public institutions, law firms and company departments that specialize in these services have been established.
In this course, the unique combination of skills and knowledge that is required to competently and discreetly receive, investigate and resolve whistleblower cases and retaliation complaints will be covered.
This highly practical and hands-on course will include:
- interactive and recorded lectures on each discipline
- readings on cases, trends, policy developments and research findings
- exercises on whistleblower policy, practice and casework
- quizzes on basic knowledge and skills

The course will be taught by internationally and regionally recognized experts in the fields of whistleblower protection law, defense, investigations, support and advocacy. By the end of the course, successful participants will have attained basic, practical knowledge to work as a whistleblower caseworker and advocate in a range of settings.
Learning objective

Unit 1
- State of play I: Whistleblowing as society’s #1 tool for anti-corruption, public integrity and accountability
- State of play II: The growth and improvement of whistleblower protection laws and procedures around the world
Unit 2
- Improving legal practice I: Effective whistleblower representation and retaliation defense
- Improving legal practice II: Effective whistleblower casework – from report and support, to investigation and resolution
Unit 3
- International whistleblowing and the U.S. Foreign Corrupt Practices Act
- Key whistleblower cases, outcomes and impacts
Unit 4
- Improving case outcomes I: Nurturing a safe “speak-up” culture within organizations
- Improving case outcomes II: Limiting risks, opening opportunities and maximizing impacts
Structure and Workload
Approximately 40 hours (approx. 10 hours per week).
The course is delivered online. It includes live and recorded lectures, readings, individual assignments, self-assessment quizzes and online discussions. The course is adapted specifically for working professionals and future practitioners.

Lecturers
Stephen M. Kohn is widely recognized as one of the world’s leading whistleblower rights attorneys. He won the largest tax whistleblower reward for UBS whistleblower Bradley Birkenfeld, and the largest reward ever paid under the IRS, SEC and DOJ programs. He represents Danske Bank whistleblower Howard Wilkinson in the largest money laundering scandal in history. He helped draft many key whistleblower provisions, including in the Sarbanes-Oxley Act, Dodd-Frank Act, IRS Qui Tam whistleblower program and US Whistleblower Protection Enhancement Act. He is the author of the first legal treatise on whistleblowing and is the world’s most published author on whistleblower protection, including his seventh book in the field, The New Whistleblower's Handbook.
He is a founding partner of Kohn, Kohn & Colapinto LLP and a co-founder of the National Whistleblower Center. He teaches whistleblower law at the Northeastern University School of Law.
Mark Worth has been working with whistleblowers for 35 years – as a caseworker, legal and policy analyst, investigative journalist, campaigner and spokesperson for the international whistleblower community. He has founded many organizations and campaigns, including Whistleblowing International, European Center for Whistleblower Rights, the Center for Whistleblower Rights & Rewards, and the Southeast Europe Coalition on Whistleblower Protection. He has supported and advised hundreds of whistleblowers, investigated their cases, and advocated for reforms and justice based on their disclosures.
He has worked for many NGOs in Europe and the US, and is an award-winning journalist and publisher. He has advised countries in all regions and international organizations including the UN, EU, APEC, OECD and Council of Europe.
Siri Nelson is the Executive Director of the National Whistleblower Center and an Adjunct Professor of Law at the Northeastern University School of Law. Professor Nelson has represented international whistleblowers in large multi-billion-dollar enforcement actions and has played a key role in advancing policy and legislative reforms that enhanced whistleblower protections.
She coordinated the public campaign behind the Commodity Exchange Act reform bill, which is being used to police corruption in the mineral and oil extraction industries worldwide. Professor Nelson has worked directly with the U.S. Securities and Exchange Commission to ensure it enacted effective rules governing whistleblower protections.
