Measuring the effectiveness of Anti-Corruption Agencies

Anti-corruption agencies (ACAs) have become the institutional cornerstone of combatting corruption worldwide. Yet, systematic evidence about whether or in what conditions they are effective is scant. This GPMC Insights Brief presents guidance to ACA practitioners and policymakers on what existing tools can be utilized to design and carry out capacity and effectiveness measurement programmes, and what gaps remain. Further, it outlines investigative performance indicators to aid ACAs in identifying useful metrics to evaluate their performance, and carefully interpreting them.

This background note set the scene for the measuring integrity expert ‘think-in’. It explores definitions and dimensions of integrity, maps the three dimensions of integrity – personal, organisational, and professional;  and presents a selection of the main approaches to measuring integrity, providing a sense of the types of research methods used. This background note explains  why a focus on integrity could potentially help address gaps in corruption measurement, bringing fresh momentum to this endeavour.
