Between 13 and 14 May 2025, IACA organized a two-day awareness-raising workshop for anti-corruption officials from Anti-Corruption Agencies (ACAs), invited by the Oversight and Anti-Corruption Authority of the Kingdom of Saudi Arabia (Nazaha), in Riyadh.

Twenty-four participants attended the sessions led by Mr. Samuel De Jaegere, Head of the Global Programme on Measuring Corruption (GPMC) at IACA; Mr. Ki Yong Kim, Deputy Director in the Anti-Corruption Survey & Evaluation Division of the Anti-Corruption and Civil Rights Commission (ACRC) of the Republic of Korea; Dr. Anga Raj Timilsina, Global Advisor on Governance/Anti-Corruption at UNDP; Mr. Wai-kit Wong, Assistant Director of the Hong Kong Independent Commission Against Corruption (ICAC); and Mr. Chi-hung Yong, Chief Investigator of the ICAC.

The primary objective of the workshop was to equip ACA practitioners with guidance on how existing tools can be used to design and implement capacity and effectiveness measurement programmes. It also aimed to outline investigative performance indicators to help ACAs identify useful metrics to evaluate and interpret their performance.

During the workshop, the participants explored IACA's GPMC work on measuring the effectiveness of ACAs, and examined the role of ACAs in identifying and mitigating integrity and corruption risks - particularly in the areas of public procurement and the expereinces with bribery in the private sector. They also gained deeper insights into the UNDP methodology for assessing the capacity of ACAs, including its practical application and the lessons learned from its implementation.

On the second day of training, lecturers focused on ways and means to conduct annual surveys and integrity assessments. The closing session featured a roundtable discussion on current practices for measuring the effectiveness of ACAs, providing participants with a platform to exchange their own points of view and professional experiences.
