The Dean
Thomas Stelzer, IACA‘s Dean and Executive Secretary to the AoP, is responsible for the day-to-day management of the Academy and its substantive programme. He is supported by the IACA team, and reports to and is accountable to the Board of Governors. During 2021, the Dean worked with the assistance of IACA staff to, inter alia, ensure the implementation of the new Work Programme 2021 – 2024; represent IACA externally, participating in the Special Session of the United Nations General Assembly Against Corruption, the 89th General Assembly of Interpol, and the 9th session of the Conference of the States Parties to the United Nations Convention against Corruption; increase IACA’s global recognition and promote the organization’s mandate - through participation in the activities of the High-Level Panel on International Financial Accountability, Transparency and Integrity for Achieving the 2030 Agenda (FACTI Panel); serve its global constituency; establish cooperative relationships with a wide variety of partners and seek appropriate funding for IACA.

Staff in 2021 came from 16 countries
The adopted Budget earmarked 34 positions for the year 2021, including the Dean and staff positions funded by extra-budgetary activities. Throughout the year, IACA continued to enhance its existing structure, including its expert in-house capacities. In this regard, it recruited new personnel across all departments. In particular, the number of staff increased from 17 in January 2021 to 23 in December 2021.
All staff members passed an international screening and recruitment process and were hired under international contracts. Employees in 2021 came from 16 countries around the world: Afghanistan, Austria, Bosnia and Herzegovina, Croatia, Germany, India, Ireland, Peru, Poland, Portugal, Republic of Korea, Romania, Russian Federation, Slovakia, United States of America, and Zimbabwe.
The organization also reaffirmed its strong commitment to gender equality and female empowerment, including in its staffing. As part of the International Gender Champions Initiative, IACA is committed to ensuring gender balance (in a spectrum of 45-55%) in the selection and recruitment of its staff. Of note is the high share of female employees at 61% or 14 staff, as compared to 39% share of male employees, or 9 staff members in 2021.
Interns from all regions supported IACA’s work by assisting the Dean and the Executive Secretary, Academic Programmes, External Relations and Strategic Partnerships, Legal, Training and Capacity Development, and General Management departments.
The IACA Internship Programme offered engagement to 25 individuals in 2021, with each of them serving for a three to six-month period. They came from Afghanistan, Austria, France, Germany, Hungary, Italy, Lebanon, Mexico, Poland, Portugal, Republic of Korea, Serbia, Slovakia, United Kingdom, and the United States of America.
